The region saw a 5.1 percent decline in October -- the second consecutive monthly drop for the swath of land that includes New Jersey, according to the U.S. Census. Nationwide, the Commerce Department said Wednesday that sales rose 6.2 percent last month to a seasonally adjusted rate of 430,000 from 405,000 in September.
